LGOV is a boutique training and consulting firm dedicated to strengthening the people and organizational systems that make local government agencies more effective, high-performing, and impactful. Led by Steve Monaghan, LGOV brings together a team of partner experts, facilitators, and trainers to design tailored solutions that address the unique challenges and goals of each client.
With 25 years of experience as Director of the Information and General Services (IGS) Agency for Nevada County, CA, Steve brings a wealth of knowledge and leadership. He successfully managed nine diverse county business lines, including Information Systems, Public Library, Airport, Facilities, Office of Emergency Services, Broadband, and more. Steve was responsible for overseeing an annual operating budget exceeding $35 million, a capital budget of up to $25 million, and leading a team of over 125 employees.
Through LGOV, Steve and his team are committed to helping local government agencies unlock their full potential by developing custom, strategic approaches that drive sustainable success.

Steve Monaghan's 25-year career as a local government CIO and Agency Director is marked by innovation, strategic vision, and a commitment to excellence. As the leader of LGOV, Steve draws on his extensive experience in building award-winning teams and transforming IT departments into national leaders.

Under Steve's tenure, Nevada County became a model for technology leadership and innovation, consistently ranking among the top in the Center for Digital Government and National Association of Counties (NACo) National Digital Counties Survey. His County earned first place six times and secured a spot in the top five positions 20 consecutive years while he was CIO.
Steve's passion extends beyond technology. He sees himself as an "organizational engineer," dedicated to building high-performing, healthy, and effective organizations that serve their communities while providing great work environments. His expertise in organizational development, GovTech, AI, and rural broadband has made him a trusted leader in driving digital transformation.

As a CSAC Credentialed County Executive, CSAC Fellow, and Instructor, Steve also created the CSAC/CCISDA County Technology Executive Credential program, which has credentialed over 250 IT leaders across California.
Before his public service career, Steve was a managing partner in a private IT consulting and services firm in California’s capital region for eight years.
